Hi! I am from St. Petersburg, Russia. Trains are always punctual here, unlike neighboring Finland.
Our schools remain open, but if the outside temperature drops to -25°C, elementary school students are allowed to stay at home. If the temperature drops to -30°C, middle school students are allowed to stay at home. If it is -35°C outside, high school students are allowed to stay at home.
I don't see any problems with the sidewalks. If the snow cover is dense, even and not slippery, then this is quite acceptable. If the sidewalks are covered with ice, we sprinkle them with a mixture of sand and salt. The salt helps the ice to melt, the sand prevents slipping. Scandinavians use granite chips.
I see you have city bikes. We in Russia prefer mountain bikes even in the city. Mountain bikes have robust frame and thick tires. Great for snow. Some use fat bikes and electric bikes. But recently I saw woman on monocycle on snowy sidewalk.
