  2. It’s highly likely they just nabbed the first immigrant laborers they could place hands on to look competent. At first I thought it could be a false flag attack, but it makes Putin simply look incompetent and they had no believable links to Ukraine to utilize for misinformation, which they would have with a false flag attack.
