  3. Also, it’s not like they just forgot to and could have been constructing them in addition to everything else they were doing at the time. Every choice comes with an opportunity cost. I am not saying they haven’t made the mistakes or that they shouldn’t have sacrificed another effort to build the fortifications first. But there are no obvious or easy choices.
