The reason Putin isn’t going for mobilization has ZERO to do with he thinks he can do what needs to be done with what he has. It’s because of a number of reasons, including the fact that they don’t have enough men to train them, the fact that many Russians are ALREADY refusing to report for duty and it would be humiliating for it to happen in large numbers, that they’ve been pulling all their troops from non-metro areas (so, their pool of potential troops isn’t nearly as big as some think and it’s positively small if you exclude the big cities) and they may be lacking the materiel to effectively equip, deploy and supply them.

Finally, it would take a minimum of six months to get them deployed to the front lines if you were willing to give them basically just enough training not to immediately shoot themselves in the foot (which they might do on purpose).
