Actually it only applies to Usopp and Chopper. The Monster Trio are powerful regardless of how moronic they are and Franky is a bleeding cyborg. In fact Usopp is the only one who graduates from feeble weakling to brave hero.

Alexander held together his empire by force of will but with no real bureaucracy or delegation of power. The Persians he defeated ironically stood back up and emerged as the Seleucid, Parthians , Sassanids etc because they could go back to their established systems of governance. Alexander would have faced rebellions eventually from his subjects as he was a conqueror, not quite a ruler. His son would have faced the same issues and the empire would have collapsed eventually. it does not help that characters introduce themselves in bombastic manner- instead of "I am Liu Bei" he will say something like "I am Liu Bei, eldest brother of the three, member of the Han royal court, restorer of the Emperor's rights, holder of the jade pen, sweeper of the floor....."

Atalanta was the only female to be a hero in the classical sense, like Theseus, Achilles, Perseus , Hercules etc in that she fought her own battles and ran her own show. The Amazons are only powerful as a group and live in a rather isolated community, and heroism is not apparent in their culture. Athena is a godess. No chance of being a hero.
