  2. most of the diaspora speak Eastern dialect while most Armenians at home speak Western dialect of Armenian. As for dialect when speaking other languages, it depends on generation.

  3. the USSR funded and subsidized a lot of things in the republics and allied nations like North Korea. When they broke off and the USSR collapsed they were on their own and couldn't afford to maintain everything.

  4. the newly liberated ex-Soviet republics simply lacked the money and infrastructure to maintain things. Apart from Azerbaijan with its oil boom (but resentment towards Russia) none have fared too well in that region.
