Russian was made an optional subject in school over a decade ago, and people outiside of the big cities don't speak it at all since the government ordered all official events and items to be in Azeri. There are places with strong Russian speaking populations like at the border and I believe it is compulsory for police and military officers to learn it. Unlike many ex USSR members and satellites Azerbaijan hated the Soviet cloak and threw it off as soon as possible, since their oil industry supported their new economy. Armenia on the other hand lost access to the coast and is still dependent on Russia for a lot of things given that most of their neighbors are not that friendly (Azerbaijan and Turkey hate them, Georgia is wary of Russia etc). Hence Bald will have no problem speaking Russian in Armenia. Russia in fact has the most Armenians outside of Armenia.

Azerbaijan is not really dependent on Russia for anything so links are not as strong. While there is still an ethnic Russian population and Russian is spoken in Baku, Azeri is the only official language in Azerbaijan with Russian now degraded to optional status in schools. Apart from Georgia the other countries you mentioned have good links with Russia and somewhat depend on it for technological and economic support. As you might have seen in Bald's Georgia videos, Russian is not spoken by everyone, especially outside Abkhazia and South Ossetia. The Georgians also rather dislike the Russian government.
