The reason was the COMMIES were burning low grade sulphurous coal inefficiently and like it was going out of fashion. Areas in Siberia were so bad that roses wouldn't grow like 8 MILES from one of their bigger steel smelters. Communism collapsed, industry with it and they were just using natural gas for heating instead.
