@FBAagent my brother-in-law sold a engineering consultancy business with 5 employees earlier this year. A DAMN LOT of government jobs were on his books. The governments have a habit of getting to like certain companies. He won 2/3 of every tender in a particular local government after doing a few projects well. So these little companies try to get their foot in the door and become the favored contractor for that region by taking a few losses before making profits 3 years later when they've jacked the price up.
