  4. If ISIS or later ISIL claimed it in the past they always gave a reason for why they did it, like with the Nov 2015 Paris terrorist attacks in which they killed and wounded 100s. It was because of France's actions in the Middle East. But those terrorists were suicide bombers, so had no car ready, did not flee, but died.

The Belgorod terror was before the elections, from March 10 for 5 days. The embassy letter of March 7 also points to a planned earlier date than the 22nd. Nuland was removed from the White House at March 5, before it would all start. At which date was Obama in London?

  22. I think that the terror attack on the concert hall in Moscow was also planned to happen before the elections. The embassy letter had the date of March 7 but nothing happened until the 22nd. The previous concert was heavily guarded so they may have decided to not do it and wait for the next concert.

I think that the Moscow attack was also planned for before the election, see the embassy letter of March 7, but it was too heavily guarded, so not in time, not before the elections.
