They mean the one time that Russia went to Kiev with 40,000 men and forced peace talks which took place in Istanbul and because Kiev would honor the agreement Russia went out of the Kiev territory. And then Kiev showed to be scammers and bragged about having won all that territory that Russia took but Russia didn't in reality, because one cannot even conquer Kiev with 40,000 men. So in fact nothing was won or lost by anybody, because it was not even a plan to conquer Kiev at that time.

  9. Nope, he didn't invade but performs an SMO with some goals. And the republics are now autonomous, so in reality the Ukrainian army is on their territory now and invasive.
