Probably Zelensky cannot sign the new contract because he is not the president of Ukraine, nor is there any government any more in Ukraine. Blaming Russia of cxourse for their own fails. The ones rulingin Ukraine now are members of the newly formed military junta and Russia doesn't accept them as legitimate leaders. Even the mayors of cities in Ukraine dress in green military color clothes btw as I noticed in the media, so that is another confirmation of Ukraine being under military dictatorship.
