  4. Why does Ukraine need 61 billion of the USA + 50 billion from the EU, while Uk cannot spend it on weapons and soldiers to continue to fight Russia? Ukraine is out of soldiers and the west is out of weapons, so where does that (magic number) 111 billion go to then?
