  13.  @johannuys7914  The question is which countries did that, because NATO is merely a club and has no soldiers of its own, no territory and no people to govern. Further it is a club for joint defense, so any attack is an action of war and the countries involved in doing that bear the guilt, not NATO. That is why they form the NGOs (like NATO, EU, WEF, UN, WHO. All the member countries bear the guilt of what they do, not the clubs.
