Ursula is not a head of state but dictates basically all the policies of the EU member states now, with sanctions and punishments if the supposed sovereign governments of the EU do not obey the dictates. No democracy detected, because the people cannot vote for the EU institute. So in fact the EU is a phantom power without any power over the people and doesn't belong in the G20.
