Don't forget that lots of popular music, or 'chart music' as you described it, is specifically written and performed a certain way--it's a deliberate attempt at commercial success in the short-term. They aren't trying to write any songs that are moving, relatable, or even all that good--in other words, they're written for a widely-consumable style, not to be moving or relatable art, and not to have any kind of long-term staying power.
The simple fact is that's it's easier to sell a Miley Cyrus tune than it is to sell a Rush song or a Tool song. Actually, one of the really surprising success stories in the world of music is, for me at least, the British band Dire Straits.
I'm surprised anyone in North America listened to them at all, never mind how huge they were when I was a kid.
