That's a classic complaint. Pretty universal to driving. Limit's this, traffic's going that, keep up with the traffic and you're breaking the law, do the limit and you're impeding traffic flow.
I've always maintained that they should just set an arbitrarily high speed limit, say, 90-100 MPH (or about 150 km/h here in Canada) and very rigidly enforce that. Going 10 over is a $10,000 fine and loss of license for 3 years, going 20 over is permanent loss of license and $50,000 fine, 30 over is 5 years in prison and loss of license and vehicle.) That way, the traffic can get a fucking move on like it's supposed to, but the speed LIMIT prevents people from ridiculously abusing the public highways.
Canadian major highways (400 series) have a 100 km/h speed limit, which is about 60 MPH. It's ridiculous and everyone blatantly ignores it. 150 km/h would be much more realistic and reasonable as an actual speed LIMIT.
