I think Chicago's chance of keeping the Bears will highly depend on the city having a Mayor who is actually equipped to run a city and has the ability to negotiate properly with the Bear's ownership without completely botching it. So, yea. It's really on the voters who will decide if the Bears stay or the Bears go.

  2.  @chrispeoples3078  Regardless of who owns it now, the issue is the man who ran it properly died and the Bears never really recovered from that.
