The borders were only controlled on Israel's side and Gaza controlled their side of the borders. Moreover, Israel did NOT have any control over the Egypt-Gaza border. Israel is NOT responsible for providing Gaza food, water, electricity and other utilities. It is the responsible for Gaza's government to provide those things.
