The Jews had already gained sovereign rights in the Land due to the San Remo Treaty of 1922, where all 51 member states voted and ratified the pre-existing rights of the Jews to reconstitute their sovereignty. This right was enshrined by the League if Nations. Article 80 of the UN prohibits it to cancel those preceding rights.

  44.  @ummdawoud3705  Israel withdrew all it's civilians, troops and corpses (in the cemetery) from Gaza. Israel withdrew to it's side of the borders and Gaza had control of its sides. Gaza had a border with Egypt where no Israeli troops were stationed. But that is still insufficient. Israel, apparently, has some magical telepathic control over Gaza. Israel is not responsible for providing Gaza water and food. Although Israel did that. Gaza got aid money from the UN, EU, Arab League and Qatar. But all that money was NOT used to build hospitals, schools, improve infrastructure and develop some industry. It all went into building a maze of terror tunnels snd importing rockets.
