  2. I think you're very correct about him only wanting to be the most heard. At the end of the day, his ideas aren't practical. Worse yet, this system is already given to gridlock. Even at his most ambitious, Con. Dr. Paul knows his ideas would never spend time anywhere but the rhetorical ether.
