Also, to be fairer, White men are also responsible for the Tuskegee Experiment. I won't go so far as to cite some grand, White conspiracy. But I'll give you some context so that you at least understand why there's so much suspicion.

Moreover, if you think it's about inoculation, why isn't the smallpox vaccine included in shots needed for public schools? It's cheap. Furthermore, if you think that Whites are somehow "allowing" someone to live & that "allowance" has a correlation to smallpox, you're nuts.

Where is its highest frequency? AFRICA. Is there treatment & are there preventative measures? Yes & Yes. (not to say that some ethereal Whiteman is pressed with "saving" Africans.) I digress.
