  1. No. She's interfering with a police procedure. That procedure wasn't to do anything but turn revenue under the guise of public safety but for this purpose, let's not split hairs. She was objecting to a civic procedure but the content wasn't considered dissent therefore, it's not a free speech issue. There's a way to do it without leaving herself vulnerable to prosecution. She could've worded the sign a certain way. She could've set up farther down the street. She could've gotten a megaphone.
