  2. I think it's unrealistic to think there wouldn't be a spike in overdoses if they were decriminalized. Yes, people know that drinking & driving kills but they still do it. That's why there are laws against it. It's not necessarily to protect the driving drinkers. It's to design the people they hurt. In the same way, imagine how bad it is for Gilbert Grape's brother if his mom eats herself to death & no 1 is there to protect the mentally challenged son. That's a movie but follow the anecdote.
