In the sentence before the quote in this clip, he set up his remark by talking about a conversation he was having with someone at the human services office in Indianola, a city of 14K that has a Black population of <0.5% (that's leass than 70 people). We can't argue that. And yes, the majority of people on welfare nationwide ARE White. You can't argue that either.
