  7.  @allgoo1990  It depends where these torrential showers fall. It may be a once in the 50 or 100 years event, however gravel from higher up makes rivers shallow and needs maintenance so when an event like this happens, water can find its way with the least damage. Rivers should have overflow areas. In China floods are reoccurring every year.

  8.  @allgoo1990  Because in order to become a disaster several factors need to play out at the same time. Some of these factors are controllable like river maintenance and some are not like heavy rain. However the factors that can be controlled must be controlled otherwise the frequency of disasters goes up, from every 50 years to 25 years etc. In Holland the chance for high water and hard wind from a certain angle has reduced to once in a 1000 years event due to massive waterworks (delta plan). I live in China and nothing is done about flooding and it’s consequences hence it happens every year.
