The normal age for Menstruation is 18-22, the Quran calls any women who did not menstruate a CHILD, so until at least 18 years old they are CHILD and can not be married. The modern menstruation age is less because of hormones, there are literally 8 and 9 years olds menstruating today because the hormone pollution is so heavy. But the normal age is 18-22.
