If population reduces the city will have more houses, more food, and everything becomes cheaper, no bank wants that, no hedge funds buying bonds of food want that. If they bought meat bonds at 8 a piece and have to sell it at 4 they will get mad. They bought at 8 and want meat price to go up so they can sell.
