What is the typical Filipino going to do with this knowledge when there are so many loop holes and avenues for corruption that aren't being acted upon.   7.  @mahiraplngako4905  Yes, they only act on issues that are in their faces because they HAVE to. Not because they're actively identifying how the system is exploited and how to make it more transparent and compliant to ethics and the law. They exploit those loopholes as well.
