  1. It does not matter where one is educated. The system and type of society you are in, more often than not, takes precedence over how you will turn out. It's the same with China, they send thousands of students overseas. Is China acting any closer to the sensibilities likened to that of the developed world? A lot of people would say "No".

  2. Unfortunately, in a chaotic place like China you need a heavy hand to get anything done. If you look at China before the CCP came into power, it was already a political mess. You had multiple factions vying for power against a backdrop of poverty and inequality.
