@BaggerFood101 No they weren't. China was always ruled by corruption. "Mandate of heaven" was an attempt to keep Emperors in check because majority of them abused their power. And they answered to nobody. If the Emperor ordered you to do something, you followed regardless of the consequences. China's history itself was riddled with numerous tyrants. CCP style of rule is nothing new. Abuse has always been a part of their tumultuous history.
