Why ? Becasue SA did have their shit in order ? They did not seek permission to carry wapons in a foreign country, so thats on them !!!

There are rules to follow if you want to carry wapons in a foreign country, you need to get permission BEFORE enterig that country. That cant be to hard to understand !!!
