I live in California. Granted no matter where you live in California it's costly. Some areas, such as the metropolises of S.F., San Jose, San Diego, and L.A. are generally more expensive than the suburban cities and rural towns and townships.
The rent for a two bedroom apartment in S.F., if you're lucky, and depending upon which district or area you happen to live in, can cost as much as $3,000 a month. Factor the rule of thirds, and a family of three or four would have to earn at the very least $9,000 per month. Only in the rural areas of California can a family of three or four survive on $4,000 - $5,000 per month.
Currently, as of January 01, 2023 the minimum wage in California is only $15 per hour, not $30 per hour.
Incidentally, currently a gallon of gas on average where I live costs $5.49.
Since Gavin Newsom has been governor of California the state minimum wage has consistently increased. The problem with increasing minimum wage is that it gives businesses not only a reason but a seemingly justifiable excuse to raise the costs of products and pass those costs onto consumers. Which, in turn negates the whole reason of raising minimum wage.
