This is evident in socialist countries like China and Cuba, where direct democratic action and public opinion drive government policy, unlike in Western "democracies." This is also evident in not just the stated goals of China and Cuba, which are people (not state) focused, but the actual policies and progress made. Communism has not yet been achieved, primarily because it is under constant attack by capitalist-imperialist powers.
