Ben, I'm a big fan of your work and this no exception. But I think those who argue that comparative advantage requires that industry not be developed in the global South are misunderstanding the concept. Comparative advantage simply recognizes that at any point in time a nation may have an advantage over competitors due to geography, environment, education and skill levels of labor, or other factors that make a particular industry more efficient for them. Some of these, like education, can be overcome by collective effort and reallocation of resources to establish new industries. Others, like environment, cannot be. A current example might be the United States effort to relocate microchip manufacturing, which requires enormous amounts of water, from Taiwan, an island, to Arizona, a desert.
