  1. The US military budget doesn't include the budgets for the VA or the nuclear program or the alphabet agencies like the CIA. Not sure where funding for mercenary forces is accounted for. I do recall that the last Ukraine lethal aid bill of $40 billion included an "undisclosed amount" for the CIA.
