  2. If USA but actsiis to fuel ..then You get better roads ther even subarns or build more traitracks to get less emmissions. I think all State capitals at least must connected wih railway and passanger lines. = 50 capitals time 5 neigbour sates = 250 railway tracks / passanger trainlines.

  3. first start 5 % of fuel actiice tax = if Fuel cost 5 usd then 5,25 is not big deal for car driver but big money and help for maintinace roads or build train railway.
