  1. Two thoughts: 1) The railyard absolutely CAN accommodate new development! Simply deck over parts of it and build a compact mixed-use neighborhood atop the deck. 2) Those park-and-ride garages can be beneficial to their neighborhoods. Design street level retail and office spaces. The parking structure then becomes both a barrier to freeway noise AND a profitable transitional element between the freeway and the mixed-use development at the station, in addition to becoming a mixed-use structure itself.
