  1. Not your finest suggestion, even disregarding the inevitable swarms of indigents. Fares aren't merely for revenue generation. Peak/Off-Peak fare models meter/throttle the flow of pax. People undervalue so-called "free goods" and don't take good care of them. Even the USSR charged a token amount (no pun intended) for use of their transit systems. It's tough enough to get effective transit propositions passed in most U.S. cities - why add another hurdle to clear?
