  2. They pay city income taxes and they have their own license plates. The city is not entirely self-funded, they get huge appropriations from the federal government for various purposes (like WMATA and MWAA).

  3. Setting aside partisanship, DC has not exactly established that it's capable of governing itself even as just a city. Its city leaders have historically veered between deplorable incompetence and despicable corruption, triggering Congressional intervention on numerous occasions. I lived there for nearly two decades and witnessed the clown show personally. I have "doubts."
