  2. Isn't the segment you're referring to the segment that's elevated above the existing highway? That segment should require no land purchases since the state already owns the right of way. The segment north of Fresno (IIRC), on the other hand, will run on the surface through agricultural lands, not neighborhoods. The REAL idiocy of the CAHSR plan is that they started construction in the Central Valley because it was the least expensive segment of the route. It's the least expensive because it's the least inhabited -- which means the fewest potential passengers in the entire system. They should have started by connecting SD to LA first along the inland alignment, where half of the potential passengers in the entire state are located. They didn't just fail to plan, they planned to fail.
