The laws generally started as a way to claim public land, keep abandoned properties from becoming a blight on the cityscape, or to keep farmland from becoming nonproductive. Most state laws require substantial investment (monetary or sweat equity) and "notorious presence" (everyone thinks you belong there - for a decade or longer) to make a valid claim to the property via the courts. Modern-day squatters are abusing the system by forging documents and thoroughly bullshitting the cops who show up but aren't familiar with the intricacies of property laws. Recent abuses have spurred many states to take a closer look at and even recraft their relevant laws, which differ by state.
