This is a repeat of the post-9/11 panic, when low-IQ security guards were flexing their authoritarian tendencies by telling photographers in public spaces that the Patriot Act "made it against the law" to take photographs of whichever building they were uselessly decorating/door-stopping with their exalted presence. The Patriot Act, in fact, made NO mention of photography other than making additional funds available for public surveillance systems. This nonsense actually happened to me while photographing some public art in front of a Los Angeles skyscraper. The pinhead guard told me I couldn't do that. I told him that I was on public property (the sidewalk) and that if the building's owner didn't want his building photographed then they'd have to make it invisible from the street. He replied that the building's property included the sidewalk, which was a complete lie. The city owns the street, which includes the sidewalks. I told him that, even if he was correct, I could just walk across the street and zoom in on the art from there. He said if I did so he'd call the cops. I should have called his bluff but decided that it was pointless to engage him further and left, since I'd already gotten a decent shot while he was flapping his gums and had other work to do. Moral: Given the slightest opportunity, some people will go full-on authoritarian with the most trivial excuse they can make up.
