What actually happened is that the withholding tables were adjusted (lowered) to reflect the new (lower) tax rates. You MIGHT have missed (you obviously DID miss) the HUGE burst of publicity that erupted in early 2018 announcing that "You'll see the effects of the lower rates in your paychecks NOW instead of after the end of the year." The IRS advised taxpayers to check that their withholding elections were appropriate after the table changes became effective . It's NOT up to employers to "understand exactly how much you owe the government from each paycheck." It's up to YOU, the employee, to ELECT the correct withholding for your specific situation. The Form W-4 was NOT "a joke" in 2018. People just didn't pay attention to their money, as is usually the case. You look into the matter when your take-home pay drops unexpectedly. You ignore it when it goes up. Just so you know, there's an "automatic" reduction available for part of the estimated tax underpayment penalty due to people getting "surprised" by the highly-publicized change.
