  3. These are known as Colonias and they're scattered all along the border from Brownsville to El Paso. They were mostly built by unscrupulous "developers" who'd buy a chunk of land and sell non-platted "lots" to poor, uneducated Mexican immigrants (legal and otherwise) for chump change. They were built without roads, utilities, schools, or any other services. The thinly-populated border counties didn't have the funds to provide any of that to areas with NO tax base. Buyer beware.
