  4. Your perspective is incorrect. It's not a national issue here. The finer elements of transportation funding allocation are usually left up to local governments and/or regional MPOs. For example, Houston is a nightmarish hash of bad zoning and no zoning while Austin has Traditional Neighborhood Design parallel codes, traffic calming, bike lanes, roundabouts, and diverging diamonds.

When Dallas started building their light rail system in the mid-1990s there were delays in qualifying for federal matching funds so the citizens voted to increase their local sales taxes and fast-track construction. Today, DART manages (or co-manages) 9 rail lines (4 light, 2 commuter, 2 streetcar, and 1 APT) including the most extensive light rail network in the United States, with direct connections to Amtrak intercity rail service and DFW Airport (which has its own internal Skytrain system).
