  1. Unclear, but the way it was phrased sounded like it USED to be a Superfund site, which would mean it wasn't Dow's mess and they risked a lot to re-use the site and put it back on the tax rolls. That's how rehabbed Superfund sites work. The original polluter usually no longer exists so the local, state, and federal governments team up with a company willing to invest in the site to return it to productive use.
