The Bosnian Muslims had the largest army by far in that war and even UN officers testified that they were the ones always provoking and were shooting at both civilians and the UN in Sarajevo. The Bosnian Muslims didn't want monitoring on their positions while the Serbs wanted monitoring on every one of their positions as they were tired of being falsely blamed for the Muslims provoked and staged attacks.
