  3. He actually started it in 1999 when he wormed/corrupted his way into power. Pre 2014 it was fought politically through his proxy puppet yanukovych. Helped by his most potent weapon. Propaganda. His state funded tv/radio was being broadcast to all the ethnic russian speaking border areas of ukraine no doubt creating the ethnic division required. Language issues for example. You could even argue it was 1991 that he began his war to recreate his beloved ussr again.
