  3. Their corruption levels were coming down Zelensky was elected on an anti corruption agenda i believe. A lot of it went when the pro russian oligarchs left with yanukovych. I think a lot of it has to do with the judiciary being corrupted or threatened. Needs a lengthy period of peace and stability to sort out, of which ukraine has hardly ever experienced in its short life.
